State Department spokeswoman Jen Psaki would not comment Thursday on reports saying an ISIS terrorist who has beheaded Americans is an educated, middle-class Briton, but speaking in general, she said the adminstration was not suggesting that a lack of opportunity was “the only factor” in terrorist recruitment.
