Agree completely this is a very important point Senator Lankford is asking about.
Unfortunately, Senator Lanksford fails to make some very important connections.
First, the Dossier had to get out to the public before the election. And why? Because that is what Clinton paid Steele to have done. She needed the Dossier content to be headline news everywhere. In October. To bring Trump down.
Second, the only way to make those pre election headlines she was hoping for was to have the FBI formally accept and investigate the Dossier then leak that to the press. (Keep in mind this is exactly what happened after the election when Comey briefed Trump about the Dossier.)
Thirdly, at the October pre election meetings between State Department persons, Ohr and Steele and the FBI, the FBI refused to formally accept and initiate investigation of the Dossier. In effect, at that point in time, the FBI refused to allow Hillary Clinton the political benefits of a publicly revealed Steele Dossier. Why?
Because the FBI, having known about the Dossier long before that meeting, had already decided the Dossier was to be the predicate for the Mueller SC, i..e., the insurance policy. Had the Dossier made headlines in October, it would have been debunked, and the insurance policy would have gone up in smoke.
