Agenda highlights

On 23 April 2020 EU leaders will follow up, by video conference, on the EU's response to the COVID-19 outbreak. It will be the fourth video meeting of this kind.

At the leaders' video conference on 26 March, the members of the European Council agreed that a coordinated exit strategy, a comprehensive recovery plan and unprecedented investment were required. Leaders tasked Charles Michel, President of the European Council, and Ursula von der Leyen, President of the European Commission, to work on a roadmap and  an action plan to ensure the well-being of all Europeans and to bring the EU back to strong, sustainable and inclusive growth, based on a green and digital strategy.

As part of the EU's response, Charles Michel, President of the European Council, outlined the following four priorities of the recovery strategy:

"On all these issues, we want the European Union to step up to the plate and be capable of meeting the challenges which face us."

On 15 April, Presidents Michel and von der Leyen presented a European roadmap towards lifting COVID-19 containment measures.

At the video conference on 26 March, EU leaders also tasked the Eurogroup to come up with the proposals to tackle socio-economic consequences of the crisis. The Eurogroup reached an agreement on 9 April 2020.
