Curbside retail and outdoor businesses are back in operation.
The phases for reopening are:
- Phase 1 to 2a
- Phase 2b
- Phase 2c
- Phase 3
- Phase 4
Activities marked with an asterisks (*) require the State to be in advanced Phase 2 or Phase 3 by the time San Francisco roll out is planned.
When you leave your house, you must stay 6 feet apart and wear a face covering.
All allowed activities are subject to safety protocols and other measures.
All dates are tentative. Progression to next phase depends on local public health indicators and state guidance. Additional local health or capacity restrictions may apply.
Phase 1 to 2a
Before June 15
Business
- All construction
- Hotels, hospitality, and short-term rentals for essential travel, homeless, first responders, and isolation and quarantine rooms
- Essential manufacturing, wholesale trade, leasing, and transportation with fewer than 50 employees
- Elective surgeries and dental appointments
- Limited private household outdoors like a gardener or home maintenance
- In-person appointments for real estate with social distancing and face coverings
- Curbside retail for goods and services with minimal contact
- Professional sports practices with approved plan
- Equipment rental businesses for outdoor recreational activities
- All non-essential employees should telework
Childcare and education
- Daycare and preschools with stable groups of up to 12 and in-home care
Culture and recreation
- Botanical gardens
- Outdoor historical sites
- Fenced dog parks
- Outdoor museums
- Parks, beaches, golf in groups of 4*, and skate parks
- Singles-only tennis with no shared equipment including balls
Phase 2b
Target date June 15
Business
- Outdoor fitness like boot camps and yoga with social distancing*
- All manufacturing, wholesale trade, leasing, and transportation with over 50 employees
- Non-emergency medical appointments
- All private indoor household services like cooks and house cleaners
- Outdoor dining including restaurants and bars with food
- Indoor retail (malls require approved plans)
- Professional sports games, tournaments, and other entertainment venues allowed with no spectators with approved plans*
- Religious services and ceremonies*
- Anyone who can should continue to telework except those who are necessary for operations
Childcare and education
- Summer camps with stable groups of up to 12
Phase 2c
Target date July 13
Business
- Hair salons and barber shops*
- Indoor dining
- Real estate open houses with appointments only
Phase 3
Target date mid-August (with more than 1 sub-phase possible)
Businesses
- Gyms and fitness centers
- Limited indoor leisure like movie theaters, billiards, and bowling alleys
- Nonessential healing arts
- All other personal services like personal training, tattoo, permanent makeup, and piercing, and nail salons
- Bars without food*

- Schools, including primary, secondary, and higher education
Culture and recreation
- Indoor museums
- Basketball courts

Phase 4
Date unknown
The timing for Phase 4 will depend on our experience in Phases 1 to 3. We will rely on our health experts and health indicators to determine when to safely enter Phase 4. Phase 4 will be the full reopening of our economy and the removal of all social distancing limits and other restrictions related to the COVID-19 response.
All activities will be allowed to resume like:
- Hotels, hospitality, and short-term rentals for leisure and tourism
- Concert venues
- Live audience sports and performances
- Night clubs
- Festivals
